international and national professionalsspecia lizing in Human Settlements
and supported by UNDP/ADB.

UN-HABITAT ANSSP website (www.unhabitat- indonesia. org) was
set up as knowledge management tool for the shelter and housing sector for
Aceh
and Nias reconstruction. It had 20,000 hits in 2007. The library component,
containing over 1,000 document references to the reconstruction of housing
and
settlements, was accessible by a windows-based application ('Iglo'), running
on
the proprietary server of UN-HABITAT. In anticipation of the closure of
ANSSP
and the handover of assets to UNDP, the decision was made to keep the
library
available, by uploading the website to a cheap off-shore server. This server
uses Linux. While most of the website functions have been running well, the
library search component became inactive due to incompatibility problems
between Windows and Linux. Therefore, the decision was taken to contract an
outside programmer to fix the incompatibility problems.

Mission of the Technical Advisor for Indonesia

Friends-Internation al is currently looking for a Technical Advisor for Indonesia to support the programs implemented in Banda Aceh and to prepare for the establishment of programs in Medan, Jakarta and Bali.

The role of the Technical Advisor is to:
- Ensure that the activities run by or supported by Friends-Internation al are of best quality for the concerned children and youth, in accordance with the Friends-Internation al Charter.
- Design and prepare the administrative and operational structure for the FI extension in Indonesia.

POSITION SUMMARY
National Project Coordinators (NPCs) conduct training workshops to build the capacity of local community volunteers, who in turn conduct structured play activities for children in their communities. These community volunteers include: 1) PSM; 2) TK teachers; 3) panti caregivers; and 4) sports coaches. The main goal of NPCs is to ensure the sustainable delivery of Right To Play programs, leading to strong community ownership. NPCs will work as part of a small team of national and international staff to meet project objectives.

RESPONSIBILITIES:
CAPACITY BUILDING (35%)
*Plan and deliver workshops that train community leaders (e.g., PSM, TK teachers, panti caregivers, other teachers and sports coaches, Komite Anak / Karang Taruna, and LPA members) to deliver Right To Play program resources to children, most notably Red Ball Child Play (RBCP) and Early Child Play (ECP)
*Provide ongoing assessment and support to trained community volunteers, especially with regard to sustainability
*Conduct community outreach activities that target certain vulnerable groups of children (e.g., children with disabilities, children in pantis, female children)
*Train Child Centre staff and sub-district level social workers in the design of an effective child registration system, community mapping, surveys of behavioural change, and monitoring of local-level program implementation.

PROGRAM PLANNING AND IMPLEMENTATION (25%)
*Create a detailed Community Map that identifies potential project beneficiaries and key partners
*Organize RBCP “Play Days” at UNICEF Child Centres, in conjunction with Dinas Sosial child re-registration drive
*Assist in the data collection and analysis of baseline assessment and outcomes evaluation that measures behavioural change in participating children
*Develop and adapt the Right To Play program resources to highlight and promote child protection issues in keeping with UNICEF and Dinas Sosial objectives.

PROJECT ADMINISTRATION (20%)
*Produce narrative and financial reports for both internal and external use
*Accurate day to day book keeping and financial accountability
*Effectively document and record all relevant program activities
*Contribute towards setting and achieving monthly objectives
*Translation of program resources

NETWORKING AND PARTNERSHIP BUILDING (20%)
*Represent Right To Play in a confident and professional manner to potential project partners
*Identify and recruit Community Volunteers interested in implementing Right To Play program resources.

PROFESSIONAL REQUIREMENTS

GENERAL FUNCTION:

To provide financial accounting and general admin support services
to the World Relief programs in accordance with World Relief's

SPECIFIC JOB DUTIES:

Cash and Banking

1. Responsible for the office petty cash float.
2. Issue petty cash and cash advances to staff and to project sites
as required, ensuring that records are well maintained.
3. Receive cash into Banda bank and/or petty cash ensuring that
records are well maintained.
4. Maintain the cash book and reconcile daily and weekly.
5. Maintain the bank account and reconcile monthly.
6. Assist the Finance Manager with forecasting cash requirements and

8. Maintain safe custody of cash at all times.

Disbursements

1. Ensure all expenditures are approved in accordance with World
Relief policies and procedures and Logistics operating procedures.

3. Prepare requests for wire transfers or to pay suppliers.
4. Check and reimburse employee expenses in accordance with World
Relief's policies and procedures.

General Ledger
1. Enter all receipts and expenditure to the general ledger in Quick
Books accurately and in a timely manner.
2. Make sure that costs, expenses and any recoveries are allocated
to the right cost locations, revenue and/ or project codes
3. Reconcile employee advances and other scheduled accounts at least
monthly.
4. Provide General ledger files to the Finance Manager at month end
in accordance with finance reporting calendar.

Budgets
1. Assist project managers and the Finance Manager develop project
budgets and assist the Finance Manager with development of the core
budget as required.
2. Assist the Finance Manager create, configure and maintain the
Reporting modules in QUICK BOOKS and any other financial reporting
modules that World Relief may be using from time to time. Explore
ways to align data capture to the grant proposal line items to ease
monitoring and reporting.

Reporting
1. To provide monthly cash summary, bank reconciliations, general
ledger reports in accordance with WR financial reporting timeframes.
2. Assist the Finance Manager to create, configure, and maintain
field accounting systems, forms, and software, including the
development, testing and fine tuning of the automated interface
system for capturing data into the financial reporting system in use.
3. Assist the Finance Manager provide quarterly project specific
financial reports for donors and the monthly reports to Head Office
(Baltimore), including ensuring that the reporting module in the
financial reporting system in use is configured to generate the
required reports. The Finance Officer, where necessary, will assist
the Finance Manager design/write these reports in the financial
reporting system's Report Writer module.
4. Work closely with the Finance Manager to ensure that systems and
reports are compliant, including the timely and accurate generation
of ad hoc reports that HQ Finance, donors and management may require
from time.
5. Carry out any other duties assigned by the Finance Manager.

Background

There have been many changes in forestry during the last decade in Indonesia . The economic crisis beginning in 1997 has increased huge losses of natural forests. The illegal and excessive harvesting of commodity and precious timber from natural forests continues. As a result of such condition a significant decrease in the availability of many tropical species as a raw material source of wood-based industries in the country. Since traditional commercial timber of tropical forests is decreasing, the industries have to adjust their machinery to process smaller logs for sawn lumber and plywood. Nowadays, natural forests produce smaller diameter logs, less volume per hectare of a given species and timber of lower quality than those harvested in the past. On the other hand, log from plantations have the advantages of greater volumes per hectare of uniform wood, with shorter rotation. Since the late 1980s the government of Indonesia has endorsed the establishment of industrial forest plantation.

The ITTO PD 396/06 ‘Strategy for Developing Plantation Forest : A Conflict Resolution Methodology in Indonesia ’ is aimed to achieve sustainable management of plantation forest in Indonesia through development of a strategy for collaborative plantation forest management which is emphasizing on a conflict resolution approach.

The major outputs will be:

(1) Documents on the development of a strategy for collaborative plantation forest management in Jambi and South Kalimantan and its implementation;

(2) A practical mechanism of plantation forest establishment through collaborative forest management;

(3) Trained personnel on collaborative plantation forest management and on plantation forest establishment;

(4) Institutional setting that encourages local communities and industrial commercial plantation forest companies to rehabilitate degraded forests and lands through collaborative plantation forest management; and

(5) Collaborative plantation development in the form of local community and company partnership and production sharing.

Target beneficiaries of the project are local communities, industrial commercial plantation forest companies, local and central governments, and wood-based industries.

For the first year operation, The ITTO PD 396/06 ‘Strategy for Developing Plantation Forest : A Conflict Resolution Methodology in Indonesia ’ is now seeking for National Consultants to fill the position as follow:

1. Forest Policy Expert (National Consultant)

Qualification and experience, the person should:
• Have a Doctoral degree in Forest Policy or Master degree in Forestry with at least 5 year experience related to Forest Policy
• Have experience in implementing Forest Policy on Community Based Forest Management
• Fluent in English both oral and written

Responsibilities

• To create a development of a strategy of collaborative plantation forest management in Jambi Province and or in South Kalimantan Province .
